In 2001, the No Child Left Behind Act (NCLB) was passed by congress. This piece of legislation was put into place to make sure that all students receive a quality education. Due to this, gifted students need to be given opportunities outside of the regular classroom to cultivate their enhanced capabilities.
North Carolina must follow the federal guidelines from above making sure to provide a quality education to every student. According to article 9B, there are outstanding abilities present among all different types of people. These abilities should be fostered and given a chance to flourish by providing these students with different services than given in a normal classroom setting. In addition, the state says that each local board of education should construct their own plan to provide services to these gifted individuals. In 2016, a local plan was developed to help Local Education Agencies (LEA) construct relevant and in-depth instruction for AIG programs. There are six essential standards that each should address when guiding their programs.

Having a highly qualified person to understand and administer the curriculum is vital to the success of gifted individuals. 4.) Comprehensive Programming with a Total School Community *Gifted learners can be serviced in a variety of ways and it necessary for everyone in the school community to come up with its own plan to meet the needs of its students. 5.) Partnerships *The LEA will work with the community to create partnerships that will help the student develop and foster their capabilities. 6.) Program Accountability *The LEA will make sure that the local plan will be utilized, monitored, and evaluated to make sure that needs of gifted students are being met. |
